National IPA Coordinator

According to the Decision on determining the persons and bodies responsible for the management of assistance programmes of the European Union within the framework of the Instrument for Pre-Accession Assistance (IPA II) for the period 2014 - 2020 from 2015, the Government of the Republic of Serbia appointed Minister without Portfolio in charge of EU integration Jadranka Joksimovic, for the National IPA Coordinator (NIPAC). Jadranka Joksimovic was appointed Minister of European Integration in the Government of the Republic of Serbia on 29 June 2017.The NIPAC is responsible for the overall strategic planning process, coordination of programming, monitoring of implementation, evaluation and reporting on IPA II assistance and for cooperation with the European Commission regarding the use of IPA II.

The NIPAC has the support of the Technical Secretariat, whose competences are defined in Article 22 (for decentralised management) and Article 32 (centralised management) of the Regulation on IPA implementation.

The European Integration Office - Department for Planning, Programming, Monitoring and Reporting on EU Funds and Development Aid has been designated as the TECHNICAL SECRETARIAT OF THE NATIONAL IPA COORDINATOR (NIPAC TS). The European Integration Office shall carry out activities in this domain as regards the following: coordination of EU funds (Deputy Director); performing professional, administrative and technical tasks on behalf of the person responsible for activities of the operating structure for management of cross-border cooperation within the framework of IPA II; the body for coordination of programming, monitoring and evaluation of the operational structure for management of action programmes of pre-accession assistance under IPA II; the body for cross-border cooperation in the operational structure for the management of cross-border cooperation programmes within the framework of IPA II.

THE NATIONAL AUTHORISING OFFICER is an official appointed by the Government or a civil servant appointed ex officio and upon the proposal of the minister responsible for finance they are appointed by the Government. The National Authorising Officer carries out activities relating to financial management of the EU funds in the Republic of Serbia and ensures the effective functioning of the internal control system as regards IPA II in terms of ensuring the legality and regularity of transactions.

THE MINISTRY OF FINANCE - Department of the National Fund for the management of funds for pre-accession assistance of the European Union within the Division for managing the funds of the European Union, for the National Fund in the management structure of the national authorising officer; Group for harmonisation of the management and control system of pre-accession assistance funds of the European Union within the Division for managing the funds of the European Union, for the body supporting the National Authorising Officer within the management structure of the National Authorising Officer; Division for contracting and financing of programmes from European Union funds, for the Body for contracting in the operating structure for management of action programmes for pre-accession assistance within the framework of IPA II and in the operating structure for the management of cross-border cooperation programmes within the framework of IPA II; Division for combating irregularities and fraud in the handling of EU funds for the Body for combatting irregularities and fraud in dealing with EU funds.

МINISTRY OF AGRICULTURE AND ENVIRONMENTAL PROTECTION - Division for rural development, for the Managing Authority within the operational structure for the management of the rural development programme in the field of agriculture (IPARD) under IPA II; Directorate for Agrarian Payments for IPARD Agency within the operating structure for managing rural development programmes in the field of agriculture (IPARD programme) within IPA II.
