The Ministry of European Integration of the Government of the Republic of Serbia, announces an Expression of interest for engaging of the following personnel in implementation of the INTERREG-IPA CBC Programme Bulgaria – Serbia (hereinafter: the Programme):
- Communication Officer, in the main office of the Joint Secretariat, in Sofia, Republic of Bulgaria – 1 person
Job description:
The main task of the Communication Officer, with the place of engagement in the main office of the Joint Secretariat (JS) in Sofia, Republic of Bulgaria, is to be responsible for development and implementation of the annual information and communication plan of the respective INTERREG-IPA CBC programme between Bulgaria and Serbia. He/She is also the contact point to project partners for providing advice on communication related issues. The Communication officer is responsible for all communication and visibility activities.
Specific activities:
- Providing support to preparation and implementation of the Programme’s communication strategy;
- present the programme in public and coordinate all external information;
- support the Head of the JS in his/hers activities, related to information and publicity;
- provide advice, support and information to project applicants and project partners on issues concerning the Programme during project preparation, application and implementation stages;
- participate in public information events, organize and contribute to project seminars and conferences as appropriate;
- providing support to the organisation of partners search events for potential applicants in the whole programme area;
- support project generation and development by implementing targeted publicity and communication actions;
- advise Project Partners on opportunities and obligations for information, publicity and visibility;
- contribute to preparation and continuous update of the information for Programme’s website, leaflets, brochures and other publications, etc.;
- collect, synthesize and communicate project and programme achievements as well as maintain a database of good practices;
- assist and contribute to the drafting of the annual progress reports;
- contribute to the development of manuals for project management;
- contribute to the preparation of the JMC meetings and, when appropriate, written decisionmaking procedure;
- participate in educational activities and trainings entrusted by the Head of the JS/MA;
- providing timely and accurate information about the Programme, specifically to media and the general public;
- carrying out general office work (correspondence, mailing, external communication, responding to general public requests).
- Carrying out all other tasks and duties, in line with the relevant procedures and upon request by supervisor.
Required Qualifications:
- university degree in communication, journalism, public relations, public administration or other relevant university degree, (graduate academic studies, master academic studies, specialist vocational studies), i.e. basic academic studies of at least four years (minimum 240 ECTS points);
- general professional experience relevant to its university degree minimum three years after completion of university;
- fluent in English and one of the national languages in speaking and writing of the respective participating country;
- excellent computer skills;
- experience in using and managing databases.
- previous experience in working with EU funded projects/programmes (preferably INTERREG programme) would be considered as an asset;
- experiences in organizing information and publicity events including conferences and fairs would be considered as an asset;
- experiences in editing publications including the coordination of the entire editing process of publications, would be considered as an asset;
- great communication skills, experience in the work with media, as well as good advisory, presentation, writing and editing skills.

Content of the application:

Note:
The Communications Officer will be engaged at the headquarters of the Joint Secretariat in Sofia, Republic of Bulgaria, and will work in the premises and by the hours of the Ministry of Regional Development and Public Works of the Republic of Bulgaria, as the Managing Authority of the Program, in accordance with the relevant laws of the Republic of Bulgaria. The work will be performed until 31.12.2023, with the possibility of extension in accordance with the rules of the Program and the needs of the employer. The expected salary for people with no social insurance in the Republic of Bulgaria is up to 1150 Euro (equal to 2300 Levs), prior taxation.

2nd Calls for Proposals of the Cross-Border Cooperation Programme Serbia – Montenegro 2014-2020 under the Instrument of Pre-accession Assistance (IPA II), allocations 2017, 2018 and 2019 (reference: EuropeAid/165238/IH/ACT/Multi)
The potential candidates have to meet the following requirements set as a minimum:
Qualifications and skills:
A university degree
Excellent knowledge of the English language
Computer literacy
Good analytical and writing skills
Proficiency in report drafting.
General professional experience:
The experts need to have a minimum of 9 years of general working experience
Specific professional experience:
At least 6, preferably 10 years of relevant working experience in one or more fields related to the thematic priorities of the call (promoting employment, labour mobility and social and cultural inclusion across the border and/or encouraging tourism and cultural and natural heritage);
At least 2 years of working experience in management, supervision or design of assistance programmes and/or projects; Previous experience in project proposal assessment(s) of EU funded programmes and projects or other donors in the Western Balkan countries and related calls for proposals will be considered an advantage;
Knowledge of local languages will be considered an advantage.
Willingness to travel to the neighbouring countries if required is presumed.
The objective of this call for expressions of interest is to set up a list of interested candidates.
Once the list is drawn up the Contracting Authority may select and invite qualified candidates to participate in exercise and interview. EU funded Twinning Project under the IPA Programme II 2014 - SR 14 JH 01 18 - “Support to strengthening fight against trafficking in Human Beings« is seeking to recruit:
Language Assistant to the Resident Twinning Advisor - RTA
Duration: 24 months, from September/October, 2018 to September/October 2020
Position is based in: Ministry of Interior, Criminal Police Directorate, Belgrade
Gross monthly salary: EUR 1.800,00 fixed term contract
Tasks of the RTA LA:
- Assisting the RTA with translation/interpretation during workshops, seminars, trainings, study visits, SCMs
- Acting as interpreter and translator (Serbian to German/English and German/English to Serbian) on any issues relevant to the project
- Assisting RTA in organisation of experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events in case the RTA PA is absent
- Proofreading and MRs from meetings, assisting RTA in drafting and editing monthly, quarterly and final project reports and any other relevant documents
- Other duties and ad hoc support to the RTA in the Beneficiary country, including advice and guidance on local issues.
Requirements for the candidates:
- The candidate may not have or recently (past six months) have had any contractual relation with the beneficiary administration (Ministry of Interior, Criminal Police Directorate, Serbia)
- Excellent command of spoken and written skills in Serbian, German and English language
- Computer literacy (e.g. Word, Excel, PowerPoint, Internet)
- Excellent communication and social skills
- Strong multi-tasking skills
The following skills/experience are considered as an asset:
- Experience as RTA LA in Twinning projects
- Work experience in an international environment
- Basic knowledge of and/or experience in the Serbian Public Administration.
Conditions of Employment
The assignment is full time; RTA LA contract will run from the date of the signature throughout the period of implementation of the Twinning Contract (approximately 24 months).
The successful applicant will be an independent consultant, on the basis of a standard IPA contract for services. The RTA LA will be self-employed and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force, including for those related to medical and social insurance.

The above-mentioned twinning project is a joint project between AEI, Austrian Ministry of the Interior and Slovenian Ministry of the Interior - Police and Serbia, represented by the Ministry of Interior, Criminal Police Directorate. Тhe 2nd Call for Proposals of the Interreg IPA Cross-border Cooperation Programme Croatia - Serbia 2014-2020 has been launched on 30 March 2018.
We invite potential applicants to submit their applications via the electronic Monitoring System (eMS) until 5 July 2018 at 12:00h. The applications may be submitted within all four Priority Axes and all specific objectives.
The four Priority Axes are:
- Improving the quality of public social and health services in the Programme area;
- Protecting the environment and biodiversity, improving risk prevention and promoting sustainable energy and energy efficiency;
- Contributing to the development of tourism and preserving cultural and natural heritage; and
- Enhancing competitiveness and developing business environment in the Programme area.
The amount allocated to the 2nd Call for Proposals is EUR 17 915 469.24, out of which EUR 15 228 148.85 represents EU co-financing and EUR 2 687 320.39 represents national co-financing.

The Second Call for Project Proposals under the INTERREG 5-b Adriatic-Ionian Cooperation Programme 2014-2020 - ADRION has been launched on 26th March 2018.
The Adriatic-Ionian Programme aims to provide support to transnational cooperation projects which strengthen economic, social and territorial cohesion. The programme area covers the territory of 8 countries - Albania, Bosnia and Herzegovina, Croatia, Greece, Italy, Montenegro, Serbia and Slovenia.
The total value of EU funds allocated to the Second Call for Proposals amounts to
EUR 34.354.026,50 (out of which EUR 29.197.521,05 from ERDF and EUR 5.156.505,45 from IPA II) for projects addressing specific topics within Programme Priority 2: Sustainable Region to achieve the following specific objectives: 2.1. Promote the sustainable valorisation and preservation of natural and cultural heritage as growth assets in the Adriatic-Ionian area, and 2.2. Enhance the capacity in transnationally tackling environmental vulnerability, fragmentation, and the safeguarding of ecosystem services in the Adriatic-Ionian area.

Announce on the 22.01.2018 the Second Call for project proposals under the Interreg-IPA Cross-border Cooperation Bulgaria-Serbia 2014-2020 Programme, with aim to improve the cross-border cooperation between Bulgaria and Serbia. The Programme is co-funded from the Instrument for Pre-Accession Assistance II (IPA II) of the European Union.
The overall objective of the Programme is to stimulate the balanced and sustainable development of the Bulgaria-Serbia border region integrated in the European space - achieved through smart economic growth, environmental change adaptation and learning culture enhancement.
The total amount allocated to the First Call for proposals is 12 121 602 €.
Project proposals would have to target one of the following Priority Axes and specific objectives under the Programme:
- Priority Axis 1: Sustainable Tourism
- Specific objective 1.1: Tourist Attractiveness;
- Specific objective 1.2: Cross-Border Touristic Product;
- Specific objective 1.3: People-To-People Networking.
- Priority Axis 2: Youths

- For Bulgaria (administrative level NUTS III) - districts of Vidin, Montana, Vratsa, Sofia, Pernik and Kyustendil;
- For Serbia (administrative level, NUTS III equivalent) - districts of Bor, Zajecar, Toplica, Nisava, Pirot, Jablanica and Pcinja.

Government of the Republic of Serbia, Ministry of Finance of the Republic of Serbia, Department for Contracting and Financing of European Union funded Programmes (CFCU), in cooperation with the Ministry of European Integration of Government of Republic of Serbia and the Ministry of European Affairs of Montenegro are glad to announce The First Call for Proposals.
The project shall be financed from the budget for Cross-border Programme Serbia-Montenegro within IPA 2014 and 2015 allocations.
The objectives of the First Call for Proposals under the Cross-Border Cooperation Programme Serbia-Montenegro 2014-2020 are envisaged to be realized through two thematic priorities:
- Promoting employment, labor mobility and social and cultural inclusion across the border;
- Protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management.

Deadline for delivery of project summaries is January 26, 2018. (in case of hand delivery, deadline is at 15:00 on the said day). Late proposals will be excluded from the evaluation procedure.
An amount of 2,04 millions of euro is allocated for grants within this Call for Proposals. Beneficiaries are required to co-finance the project with the minimum of 15% of the total budget. Such co-financing needs to be from their own resources or donations outside of the budget of European Union. Minimumgrant amountis 120.000,00 EUR and maximum 400.000,00 EUR.

The 2nd Call for Proposals under Danube transnational Programme launched

The Danube Transnational Programme (DTP) is launching the second call for proposals for its priorities 1, 2 and 3. The call will be open from 09.05.2017 to 06.06.2017 (by 15:00 h. CET).
The Danube Transnational Programme supports the policy integration in the Danube area through projects addressing key challenges and opportunities of the region. The Programme offers financial support to transnational projects contributing to the development of a more innovative, better accessible and sustainable Danube Region.
The Second call for proposals is open to the Specific Objectives 1.2, 2.2, 2.3, 2.4 and 3.2, restricted to specific topics for the other SOs, and closed for SO 4.1. In the restricted Specific Objectives, only the topics addressed and outlined in the Call announcement will be considered for financing, based on the quality assessment.
The DTP combines financing from the EU structural funds - European Regional Development Fund (ERDF) and the EU external funds - Instrument for Pre-Accession Assistance (IPA II) and European Neighbourhood Instrument (ENI). The programme will allocate up to 50,834,974.48 EUR of ERDF, 4,420,498.53 EUR of IPA and 4,653,192.00 EUR of ENI to the second call for proposals. The maximum EU contribution to the projects is 85% (for ERDF, IPA and ENI project partners).
Each project, with duration of up to 36 months, has to involve at least three financing partners from three different countries of the programme area: the Lead Partner and at least two project partners. Out of these financing partners, at least one, the Lead Partner, has to be located on the territory of an EU Member state of the Programme area.
