J. Joksimović and cluster coordinators on the opening of Cluster 4

Minister of European Integration Jadranka Joksimović has met today with the coordinators of six negotiation clusters to discuss the activities of the Serbian Government following the Member States’ consent to the opening of Cluster 4 – Green Agenda and sustainable connectivity, which will result in the opening of four new chapters in the negotiations with Serbia.

These include the following chapters: 14 – Transport policy, 15 – Energy, 21– Trans-European networks, and 27 – Environment and climate change.

Joksimović has stressed that such a decision implies that the EU has acknowledged the entire reform process Serbia is implementing and all the results that have been achieved and recorded in the 2021 EC Report.

“Our determination reflected in concrete activities aimed at strengthening judicial independence, the transparent way in which we conduct the process of constitutional amendment and our clear commitment to providing Serbian citizens direct access to the judicial system and justice were the deciding factors for all EU Member States to give consent for the opening of Cluster 4 and continuing our negotiations within four new chapters”, said the Minister.

The Minister and the cluster coordinators have also discussed further activities regarding the implementation of the Green Agenda, primarily environmental protection, energy and sustainable connectivity. They have particularly talked about the improvement of cooperation with the EU on strengthening the capacities for capital investments in those areas and for alignment with the EU acquis under Cluster 4.

It has also been agreed that the negotiation coordinating structure of the Serbian Government should further intensify its work in the remaining clusters, simultaneously working on meeting the interim benchmarks in Cluster 1 – Fundamentals.
