The Republic of Serbia Submits the Fourth Payment Request to the European Commission under the Reform and Growth Facility

Today, the Republic of Serbia submitted its fourth payment request to the European Commission under the Reform and Growth Facility, established within the framework of the European Union’s Growth Plan for the Western Balkans.

The fourth payment request, which is also the largest in financial terms submitted to date, covers 22 reform steps. Of these, seven are being reported for the first time, while the remaining 15 reform steps are being resubmitted as part of the assessment procedure. The value of the payment request exceeds EUR 108 million. 

The request covers reform steps across all four policy areas of the Reform Agenda: business environment and private sector development; green and digital transitions; human capital development; and the rule of law and fundamental rights. The request also includes reform steps from the grace period, one reform step falling within the current reporting deadline, as well as one reform step scheduled for December 2026 that was completed ahead of its deadline.

It should be recalled that, in accordance with the established implementation schedule of the Reform and Growth Facility, the Republic of Serbia submits payment requests twice a year, over the course of January and July. Disbursement of funds under the submitted payment requests is expected following the European Commission’s positive assessment confirming the fulfilment of the prescribed reform steps. This is preceded by a positive assessment confirming compliance with the preconditions and general conditions established under the Facility.

The implementation of the activities envisaged under the Reform Agenda represents one of the key mechanisms for accelerating the European integration process, contributing to the strengthening of institutions, the improvement of the business environment, and the quality of life of citizens, so that the benefits of the European Union accession process become visible and tangible in the shortest possible time.
