IPARD II represent a special instrument for support in the field of agriculture and rural development from the Instrument for Pre-Accession Assistance II. From this instrument, the Republic of Serbia was provided with investment support from European Union in the amount of EUR 175 million for the period from 2014 to 2020.
By signing the Framework Agreement between the Republic of Serbia and the European Commission on the rules for the implementation of financial assistance of the European Union to the Republic of Serbia within the Instrument for Pre-Accession Assistance (IPA II), the Sectoral Agreement on the mechanisms for the application of the Union's financial assistance to the Republic of Serbia within the Instrument for Pre-Accession Assistance in the field of support for agriculture and rural development (IPARD), and the Financing Agreement, which establishes the Union's financial obligations for the IPARD II program for Serbia, legal assumptions were created for providing support in the field of agriculture and rural development.
This support shall be directed towards the implementation of the IPARD II programme approved by the EU and adopted by the Government of the Republic of Serbia. The responsibility for managing this programme and its implementation is borne by the Ministry of Agriculture, Forestry and Water Management and the Directorate for Agrarian Payments. The assistance is intended directly for beneficiaries, namely agricultural producers - legal and natural persons. This programme represents the preparation for the use of funds from the European Agricultural Fund for Rural Development (EAFRD).
During the implementation of the IPARD II program, 15 public calls were announced for this program, and the total number of received requests amounted to 3,181 requests. Of these, 2,260 were for Measure M1 - Investments in the physical assets of agricultural holdings, 313 for Measure M3 - Investments in physical assets concerning processing and marketing of agricultural and fishery products, and 605 for Measure M7 – Farm diversification of agricultural holdings and business development for investments in the development of non-agricultural economic activities and improvement of the quality of life in rural areas. A total of 1,556 projects were approved, of which 1,233 projects were implemented and paid out, with the EU's contribution amounting to 98.71 million euros.
