Ministry of European Integration announces

PUBLIC CALL

for the engagement of individuals under a supplementary work contract and/or contract outside employment for the purpose of establishing a Project Management Unit (hereinafter: PMU) within the program “Support to the Economy of the Republic of Serbia through the Procurement of Goods for Five Line Ministries” (Antonione Protocol), more information available on the website of the Ministry of European Integration – MEI - Protocollo Antonione

The purpose of the call is to ensure effective project management by engaging individuals in three positions: Director, Administrator, and Secretary.

The public call is open to both Serbian and non-Serbian candidates, confirming the openness of the recruitment process.

Contract Duration: Minimum 6 months, up to the end of the program – October 14, 2027. Place of Work: Ministry of European Integration, Nemanjina 34, Belgrade.

1. Job Description: Director PMU – 1 position

Main Duties:

  • Manage the daily activities of the PMU, including planning, organization, implementation, monitoring, and reporting on project activities;
  • Provide support in planning and managing the tasks of other PMU members;
  • Ensure coordination among the main stakeholders in the Program implementation process: Ministry of European Integration (MEI), the Italian Embassy, the Italian Agency for Development Cooperation (AICS), final beneficiaries, and the Steering Committee Board;
  • Coordinate activities related to the preparation of the procurement plan, monitoring of financial flows, and provide support in the development of tender documentation, tender evaluation (support to evaluation committees), and reporting;
  • Ensure the necessary correspondence with the Italian Embassy/Ministry of Foreign Affairs in order to obtain “No-objection” during the Program implementation process;
  • Provide necessary assistance to the Contracting Authority during the Program implementation procedure;
  • Draft the required project reports;
  • Maintain regular consultations with MEI, AICS, and the Italian Embassy, and highlight potential issues that may jeopardize the successful implementation of the Program.

The monthly gross remuneration for the position amounts to EUR 2,475.40

Qualifications and Skills:

  • University degree in management, economics, social sciences or related fields(minimum 240 ECTS or equivalent, Master’s or Specialist studies).
  • Minimum 7 years of professional experience in project management, public administration, public procurement, or development program implementation (EU/international programs considered an asset).
  • Other required qualifications to be considered in the selection process: excellent knowledge of Serbian and English; еxperience and ability to work with international stakeholders; strong organisational skills, attention to detail, and effective communication abilities; proficiency in MS Office; ability to work in a dynamic environment and contribute to teamwork.

Other required qualifications: excellent knowledge of Serbian and English; proficiency in MS Office; strong organizational, analytical, and communication skills; experience and ability to work with international donors; capacity for independent work as well as teamwork in a dynamic environment.

2. Job Description: Administrator PMU-1 position

Main Duties:

  • Provide technical and administrative support in the organisation and implementation of procurement procedures (preparation of documentation, support to evaluation committees, contract administration and reporting). and liaise with beneficiaries and the AICS and the Italian Embassy;
  • Review documentation to ensure compliance, completeness, and alignment with PRAG rules;
  • Assist the Contracting Authority and beneficiaries in drafting technical specifications and evaluation criteria;
  • Support in processing payment requests and daily correspondence with the bank, as well as preparation of requests for fund withdrawals (payment orders);
  • Assist in preparing documentation to ensure compliance, completeness, and alignment with PRAG rules;
  • Verify compliance of financial documentation with agreed procedures and criteria, including checks of procured goods;
  • Assist the Contracting Authority in financial management;
  • Manage the Program budget and monitor financial flows;
  • Provide financial data required for Project reports and prepare Financial Reports;
  • Supply necessary information to the correspondent bank and auditing company;
  • Prepare presentations for beneficiaries and donors, and provide support in drafting required project reports.

The monthly gross remuneration for the position amounts to EUR 2,122.00

Qualifications and Skills:

  • University degree in economics, finance, management, or related fields (minimum 240 ECTS or equivalent, Master’s or Specialist studies).
  • Minimum 7 years of proven experience in procurement procedures and compliance with EU/ PRAG rules, financial management, and procurement of EU-funded projects;
  • Professional experience in project administration or implementation of EU-funded programmes.

Other required qualifications to be considered in the selection process: excellent knowledge of Serbian and English; strong organizational skills; experience and ability to work with international donors; attention to detail, and effective communication abilities; proficiency in MS Office; ability to work in a dynamic environment and contribute to teamwork.

3. Job Description: Secretary PMU -1 position

Main Duties:

  • Provide administrative support for all project activities, including official correspondence, meeting arrangements, documentation management, and archiving;
  • Inform the Italian counterparts about the daily activities of the Project  Management Unit;
  • Manage staff contracts and reporting obligations;
  • Maintain project documentation and assist in record keeping and archiving in line with programme requirements.
  • Ensure visibility and public outreach of project activities;
  • Perform minor translation tasks;
  • Assist in preparing meeting notes and drafting reports;
  • Provide support during on-site checks and visits related to program implementation monitoring.

The monthly gross remuneration for the position amounts to EUR 1,238.00

Qualifications and skills:

  • Minimum secondary education; university degree in social sciences, management, or related fields considered an asset.
  • At least 1 year of experience in administrative work and project coordination.

Other required qualifications to be considered in the selection process: excellent knowledge of Serbian and English; strong organizational skills, experience and ability to work with international donors, attention to detail, and effective communication abilities; proficiency in MS Office; ability to work in a dynamic environment and contribute to teamwork.

Only candidates who meet the stated requirements will be invited to participate further in the selection process.

Selection procedure

The professional qualifications of candidates will be assessed through a written test.

The test is conducted on a computer to verify whether the candidate meets the requirement regarding computer skills. If the instructions for completing the test are not fully followed, it will be considered that the candidate does not meet the requirement regarding computer skills.

For Position No. 1, the test consists of three questions related to the implementation, monitoring, and reporting on donor‑funded projects/programmes, as well as procedures for conducting public procurement in accordance with PRAG rules, to be answered in writing. The scoring system awards two points per correct answer, with a maximum of 6 points.

To prepare for the test, candidates should review the following:

Candidates who achieve a minimum of four points will be invited to an interview with the Commission for the recruitment procedure, in order to assess other required qualifications.

For Position No. 2, the test consists of three questions related to procedures for conducting public procurement under PRAG rules, financial analysis, reporting, and monitoring of financial transactions, to be answered in writing. The scoring system awards two points per correct answer, with a maximum of 6 points.

To prepare for the test, candidates should review the following:

Candidates who achieve a minimum of four points will be invited to an interview with the Commission for the recruitment procedure, in order to assess other required qualifications.

For Position No. 3, the test consists of three questions related to the administration of donor-funded projects within international development assistance, to be answered in writing.

The scoring system awards two points per correct answer, with a maximum of 6 points.

Candidates who achieve a minimum of four points will be invited to an interview with the Commission for the recruitment procedure, in order to assess other required qualifications.

During the interviews, the members of the Commission will evaluate the candidates’ communication skills, motivation, ability to work with international stakeholders and language proficiency, assigning individual scores from 0 to 4. The average score of the Commission will represent the candidate’s interview score. If the average score is below 3, the candidate will receive 0 points at the interview.

The verification of professional qualifications and interviews for all positions will take place at the premises of the Ministry of European Integration in Belgrade, Nemanjina 34. Candidates will be duly informed of the exact date and time by email, sent to the address provided in their applications.

Candidates will be ranked according to the scoring scale, based on the total points achieved in the selection process (sum of test and interview scores).

The engagement of selected candidates remains subject to successful verification of the qualifications and experience declared in their applications
