The Standing Conference of Towns and Municipalities (SCTM), as an implementing partner of the European Union-funded Programme "EU Support to Integrated Territorial Development – EU INTEGRA", financed through the Instrument for Pre-accession Assistance (IPA III) and implemented under the strategic leadership of the Ministry of European Integration, hereby launches a Call for Proposals for the Preparation of Project Design and Technical Documentation.
The Programme is jointly implemented by the Standing Conference of Towns and Municipalities (SCTM) and the United Nations Office for Project Services (UNOPS). Its objective is to improve the implementation of the European model of integrated territorial development in Serbia by supporting the planning, preparation and implementation of integrated territorial projects based on Territorial Strategies. As one of the Programme's instruments, this Call for Proposals provides support for the preparation of Project Design and Technical Documentation for future integrated projects deriving from developed Territorial Strategies. The Programme promotes a multisectoral approach, local partnerships and development planning in line with the principles of the EU Cohesion Policy.
Through this Call, local self-governments and their partners may obtain grant funding for the preparation of Project Design and Technical Documentation, as well as other preparatory documentation required for the implementation of future integrated projects based on the needs, measures and objectives defined in Territorial Strategies developed under the EU PRO Plus Programme or currently being prepared under the EU INTEGRA Programme. In this way, the Call contributes to improving the readiness of projects for financing and implementation, strengthening the capacities of local self-governments and their partners for planning and implementing integrated territorial development, and enhancing the effective use of European Union funding.
Who may apply?
Eligible applicants are local self-governments (cities and municipalities) located within territories that have either developed Territorial Strategies or are currently preparing Territorial Strategies, covering urban areas consisting of one or more local self-governments.
Applications may be submitted individually or in partnership with regional development agencies, public institutions, public enterprises, educational and research institutions, business associations and civil society organisations, in accordance with the eligibility requirements set out in the Guidelines for Grant Applicants.
The lead applicant must be a local self-government (municipality or city) that:
- is located within one of the 12 territories that have developed Territorial Strategies under the EU PRO Plus Programme;
- is located within one of the 10 territories where Territorial Strategies are currently under development under the EU INTEGRA Programme;
- has established an Urban Area Development Council.

- Kragujevac with the municipalities of Aranđelovac, Batočina, Knić, Lapovo, Rača and Topola;
- Niš with the municipalities of Gadžin Han, Merošina and Svrljig;
- Pirot with the municipalities of Babušnica, Bela Palanka and Dimitrovgrad;
- Užice with the municipalities of Bajina Bašta, Čajetina, Požega and Priboj;
- Zaječar with the municipalities of Boljevac, Knjaževac and Sokobanja.
Urban areas comprising a single local self-government
Bor, Kruševac, Leskovac, Loznica, Novi Pazar, Smederevo and Šabac.
Territories with Territorial Strategies under development

- Zrenjanin with the municipalities of Žitište, Sečanj, Nova Crnja and Novi Bečej;
- Sremska Mitrovica with the municipalities of Ruma, Stara Pazova, Irig, Pećinci, Šid and Inđija;
- Novi Sad with the municipalities of Bački Petrovac, Bačka Palanka, Bač, Odžaci and Apatin;
- Požarevac with the municipalities of Veliko Gradište, Golubac, Petrovac na Mlavi, Žagubica, Kučevo, Malo Crniće and Žabari;
- Jagodina with the municipalities of Ćuprija, Paraćin, Despotovac, Svilajnac and Rekovac;
- Kraljevo and Čačak with the municipalities of Raška, Vrnjačka Banja and Ivanjica.
Urban areas comprising a single local self-government
Pančevo, Vranje, Kikinda and Prokuplje.
Priority thematic areas and types of projects
Project proposals must contribute to one or more of the following priority thematic areas, in line with the objectives of the EU Cohesion Policy 2021–2027:
- Strengthening Urban Identity;
- Supporting the Green and Energy Transition and Sustainable Mobility;
- Fostering Innovative and Smart Economy;
- Enhancing Social Well-being;
- Improving Urban and Territorial Development Governance.
The duration of the project must be no less than four months and no more than twelve months.
Support will be provided exclusively for projects for which an Information on Location (Informacija o lokaciji) or a confirmation issued by the competent urban planning authority demonstrates that there is a valid planning basis for the proposed intervention and that the planned investment (construction, extension, reconstruction, adaptation, rehabilitation, investment maintenance or other relevant construction works) is feasible in accordance with the applicable planning documentation.
The proposed project must result in the preparation of complete Project Design and Technical Documentation, together with any accompanying documentation necessary for the implementation of future infrastructure projects.

Financial allocation
The total indicative budget available under this Call is EUR 733,000.
The amount of each individual grant shall range between:
- EUR 50,000 and EUR 70,000 for projects based on Territorial Strategies covering more than one local self-government;
- EUR 30,000 and EUR 50,000 for projects based on Territorial Strategies covering a single local self-government.
EU financing may cover between 55% and 80% of the total eligible costs of the project. The remaining balance must be financed from sources other than the general budget of the European Union.
