Action Plan for Chapter 22 – Regional policy and coordination of structural instruments adopted

The Serbian Government adopted the Action Plan for Chapter 22 – Regional policy and coordination of structural instruments at the session held on 4 April 2019. The development of the Action Plan is an opening benchmark for Chapter 22.

Analytical overview and assessment of alignment with the EU acquis, i.e. screening for Chapter 22 was held on 1 and 2 October 2014, while bilateral screening was held on 28 and 29 January 2015.

The work on developing the Action Plan for Chapter 22 was organised and led by the Ministry of European Integration. The Action Plan development process included long-term consultations with the representatives of all institutions relevant for Chapter 22, primarily with the representatives of public administration bodies and organisations, members of the Negotiating Group for Chapter 22, National Convention on the EU and other civil society representatives. The goal was to include all stakeholders in the process, and to align the content of the Action Plan with other negotiation chapters and requirements of the cohesion policy.

The Action Plan for Chapter 22 defines measures that will most effectively contribute to the harmonisation, adoption and implementation of the cohesion policy in six interconnected sections presented in narrative and tabular parts: Legal framework, Institutional framework, Administrative capacities, Programming, Monitoring and evaluation, Financial management and control (including audit).
